This study is an attempt to develop an administrative theory based on the Holy Qur'in. The purposes of this paper are: 1 - To provide the reader with a review of the literature of theoretical traditions relevant to the study of the administrative theories developed in the Western Nations. 2 - To provide adequate insight toward understanding the problem areas of existing approaches for studying existing Western administrative theories. 3 - To provide the reader with the main elements formulating an Islamic administrative theory. 4 - To provide the reader with a review of the main concepts that are perceived as fundamental to an understanding of administration in modern, large and/or small organizations. For this purpose, the authors reviewed and analyzed the theories that have developed in the field of administration. The result was the uncovery of the deficiency of these theories as compared with the exemplary. unrivalled, Our'anic Standards. The study draws the following recommendations: 1 - Further research in this area may uncover the deficiencies in the Western administrative theories which have been used in widely divergent ways. 2 - Formulate Islamic administrative theories based on Our'an and Sunnah. 3 - Review and evaluate Islamic administrative theories based on the conceptual framework of Our'an and Sunnah. 4 - Teach Islamic administrative theory in all universities and require it as a core course in their curriculum.
