Abstract
:
Design consultants and construction companies face several problems when water and wastewater projects are designed or constructed. The main reasons are the incorrect application of the principles of management: planning, organization, communication, directing, supervising and control. As an example, the available information in the relevant ministries and agencies are incomplete and poorly organized. This forces the companies to go for several assumptions and consequently increases the cost of the projects. Another example is lack of communication among the different relevant agencies such as Municipalities, Water and Sewage and Traffic departments. Each has its own regulations which may differ from that of another agency. Such differences create contradictions which delay the work, reduce the efficiency and consequently increase the costs. This paper pinpoints most of the above-mentioned problems through a case study on groundwater rise phenomenon and the construction of a subsurface drainage system in Jeddah. The research recommends developing a data base center in the Ministry of Municipalities and Rural Affairs with branches in each Water and Wastewater Department. It also recommends adapting and developing a better system of communication among the agencies, and paying special attention to the as-built drawings of the completed projects. It further recommends giving more weight to the technical issues when bids are analyzed and evaluated.
