Abstract
:
Administrative corruption is considered to be one of the threats to development to administrative organizations and social justice and stability. Furthermore, it obstructs achievement of public administration that is sought by the general public. It pollutes public services and sacks investors’ reliability that results in less investment. It discriminates against poor people. Hence, weaken the public trust in the Government. Administrative corruption is issue for individuals’ ethics to overcome; yet the Government public policies and decision makers ought to tackle and organize it. The researcher focuses on the core of administrative corruptions phenomena, which has become a threat to public agencies in both developed and developing countries. The paper points out the reasons for administrative corruption and how to limit such problem. Moreover, the paper proposes change in the behavior of the public in general and administrative in particular. The paper examines the effects of administrative corruption on public administration’s performance. The research objective is four-fold: first, to recognize the important characteristics of administrative corruption; second, to analyze the reasons for of administrative corruption problem; third, to investigate the extent of administrative corruption’s effects on public agencies’ performance, fourth to provides suggestions that enhancing general public awareness to administrative corruption and how to avoid it. The importance of this study is that it is considered to be among the first few studies that concentrate of the phenomenon of administrative corruptions that could be noticed and experienced by the layperson on everyday dealing with central or local government. Moreover and due to the academic responsibility of analyzing such phenomenon the researcher embarks on to introduce suggestions and recommendations that are hoped to benefit those who are keen to eliminate the administrative corruption phenomenon from public agencies. Unfortunately and all openness the researcher concludes that it is rather uneasy to overcome administrative corruptions. This is mainly because administrative corruptions phenomenon is rather a fact that accompanies prosperity and the developments of the public agencies particularly in developing countries. The danger here is that if administrative corruptions phenomenon goes unnoticed it would dispread to destroy public agencies beyond repair. Hence, this study recommends establishing a governmental department that monitors and controls administrative corruptions phenomenon. Such department should have a widespread authority that enables it to perform its duties in efficient and effective manner. Also the employees for such department should be competent and immune in order to perform their work, may be directly connected to the Prime Minister. One could use the experience of other and more developed countries in their development to such department and the methods they used to eliminate administrative corruption phenomenon
