Abstract
:
This study aimed to determine the role of knowledge discovery through data mining to support decision makers for the development of human resources in Holy Makkah Municipality. The descriptive survey approach was used by distributing questionnaires to find out the mechanisms and levels of decision making for the development of human resources in Holy Makkah Municipality, in preparation for knowing the impact of knowledge discovery through data mining to support decision makers for the development of human resources in Holy Makkah Municipality. Whereas the questionnaire was distributed to (76) leaders in Municipality to identify the mechanisms and levels of decision making. As the results of the survey found that the decision makers in Holy Makkah Municipality are keen on the effectiveness of their decisions in addressing the problems of developing human resources in Municipality. Therefore, we found them benefiting from the information available through other systems and sources. Also, managers are keen to take advantage of the provision of various alternatives to solve problems for facilitating flexibility in problem solving, where they take the initiative to analyze the advantages and disadvantages of the available solutions and come up with the most appropriate solution. The managers also have sufficient experience in the field of developing human factor in the Municipality. Therefore, we found them possessing the ability to classify situations and events as problems related to human development decisions. The study also used quasi-experimental method to define the effect of applying knowledge discovery through data mining to support decision makers for the development of human resources in Holy Makkah Municipality through practical experience by applying data mining algorithms to a dataset of all applicant employee data on the training programs provided by the General Administration of Human Resources in the Municipality for the training year 1442 AH, whereas, the dataset included (1657) applicants, and the applied experience provided a predictive model to support decision makers to accept the employees nominated for the training programs offered by the General Administration of Human Resources in cooperation with locally and internationally accredited universities and institutes. Whereas training is considered one of the most important activities for the development of human resources in the Holy Makkah Municipality, and one of the most prominent results of the applied experiment is that the application of knowledge discovery through data mining in support of the decision maker for the development of human resources contributes to digital transformation and among the main pillars of achieving the Kingdom's 2030 vision. It also recommended to apply the proposed model for the role of knowledge discovery through data mining to support decision makers for the development, follow-up, and evaluation of the model.
