Abstract : Lack of performance and activity measurement system in the Lands Grants Department at Jeddah Municipality makes it difficult to keep track of the execution of activities by staff, controlling and monitoring the consequences arising from any actions or management decisions taken to alter or enhance the work and processes within the department. Such issues raise many potential problems and concerns such as: lack of the ability to detect the level of accomplishment for business activities in terms of day to day operation, lack of the ability to measure staff performance (individual basis and units basis), lack of the ability to develop and deploy performance enhancement projects (on department business functions) properly, due to unavailability of established business technical indicators, workload rather than results are measured, measurement system generate too much paper & does not address issues of quality and the measures are often unrelated to the strategic plan. These problems affect the customers' satisfaction. Based on that, the Lands Grants Department at Jeddah Municipality seeks to develop a system that can measure the progress in achieving its strategic objectives through measuring the key performance indicators in all perspectives (Financial, Customer, Internal Processes and Learning & Growth). The methodology followed for designing and testing the balanced scorecard for the Lands Grants department started with documenting the department mission, vision and objectives then setting the road map to manage the processes of creating the designated balanced scorecard. After that, Initial analysis has been done prior to creating the designated balanced scorecard including the SWOT Analysis & brainstorming technique. Then Designing phase took place to reach to the Strategy Map. Finally, key performance indicators established within the BSC, their targeted indexes and measurement timeline, Staff assignments and accountabilities in accordance to the established BSC. The designing phase has been done within 3 months and a testing period of six months has been taken starting from Jan 2010 to Jun 2010. Based on the available BSC result during the testing period, a set of preventive and correction actions have been taken related to daily activities such as: how to deal with the number of the backlog in the department, how to follow up the project & initiatives (Electronic Archiving Project and E-Grants Project), why we have to prepare a detailed procedure manual, how to consider the quality of the work in the output calculation, how to evaluate the customer satisfaction for the provided services. Finally, these results lead to transparency in the managerial function, penalties, incentives and promotions and improved the level of customer and employee satisfaction.
